Can you seed and use pre-emergent at the same time?
Not on the same ground. Pre-emergent doesn't know crabgrass from Kentucky bluegrass; it blocks all germinating seed.
So pick a lane for each area. Pre-emergent goes on the healthy lawn. Seed goes on the small winter-killed patches, the plow scars, salt burn, and matted dead spots: rake them open, add a bit of topsoil, seed, and keep them damp until they sprout.
