Spring through late fall, ground conditions permitting. Book winter or early spring for the best spot in the season's schedule.

Will it survive the freeze-thaw?

That's the whole game. Proper excavation, compacted base, and drainage are what separate a ten-year patio from a two-year one — it's where we spend the unglamorous hours.

Do I need a permit for a retaining wall?

Depends on height and location; taller walls can require engineering. We'll flag it in your quote if your project does.
